After years of trying different formats from full-contact football to drafts, skills competitions, and most recently flag football, the league concluded that the game itself no longer served its purpose.
 
I think it makes sense. Elite players often skipped it because they were either preparing for the Super Bowl, recovering from injuries, or didn't want to risk getting hurt in an exhibition.
